ABS Consulting Releases Port Security Guide
November 21, 2003
(Houston,
TX --) ABS Consulting has released
the Guide for Port Security (Guide) to help ports and port
facilities associated with ships in international service
meet the requirements of the International Ship and Port
Facility (ISPS) Code developed by the International Maritime
Organization (IMO).
As
security concerns continue to play a dominant role throughout
the world, ports and port facilities have been identified
as prime targets of terrorism due to their key role in
international commerce and their close proximity to large
population centers with industrial and infrastructure assets.
The IMO recently approved the ISPS Code in order help detect
and deter threats to international security.
“With
the maritime security area rapidly changing in order to
address a new generation of security needs brought about
by terrorism, our goal with the Guide is to help governments,
port authorities and port facility personnel with the knowledge
they need to understand new security requirements and take
the steps necessary to protect port assets and the vessels
using those ports,” said Chris Wiernicki, President
and COO of ABS Consulting.
“A
unique aspect of the Guide is that it addresses assessment
and planning needs for both ports and port facilities,” added
Myron Casada, co-author of the Guide and Director of Risk
and Port Security Services for ABS Consulting. “Although
the ISPS Code applies specifically to port facilities where
interfaces with ships on international voyages occur, we
find that most countries are looking to implement the ISPS
Code to address port issues at the government or port authority
level as well as port facility issues for organizations
such as terminals and docks that operate individual port
facilities.”
