ABS Consulting Completes Alternatives Analysis of the Integrated Deepwater System for USCG

ABS Consulting led the "Integrated Deepwater System Alternatives Analysis" study, directed by the Commandant of the United States Coast Guard (USCG), to identify alternative options for the Integrated Deepwater System (IDS). Independent of the USCG’s Deepwater Program, ABS Consulting conducted the study over a six-month period from September 2007 to February 2008.
The ABS Consulting team conducted a targeted market survey of 50 companies that could potentially have candidates for surface and air platforms and that could meet the IDS performance requirements. Overall 23 companies provided data on 44 surface and air platforms or C4ISR programs through the initial outreach. The team used a three-step approach in conducting the technical analysis: (1) preliminary screening—comparing each of the platforms/systems against the USCG’s performance requirements in their "Missions Needs Statement," (2) secondary screening—evaluating additional performance parameters and (3) detailed analysis—ranking the most efficient platforms based upon performance, cost, schedule and logistics. This approach narrowed down the number of viable candidates from which the system-level alternatives were then developed and analyzed.

The USCG Endorsement of the report, which will be released shortly by the USCG, contains recommendations for reducing overall risk associated with meeting USCG "Acquisition Program Baseline" requirements. The report will not be made available for public release due to the sensitive commercial proprietary data it contains.
In addition to ABS Consulting as the lead contractor, the project team included Logistics Management Institute, Microsystems Integration Inc., Systems Planning and Analysis Inc. and Wyle Laboratories Inc.
